The aim of this publication is to promote the integration of environmental, social, economic and cultural sustainability into the strategy processes and strategies of cities and municipalities. Questions to enable a critical review of the strategy process have been suggested for each stage of the strategy process. They help to plan and implement a strategy process that produces a strategy that incorporates different perspectives of sustainable development and that supports its cross-administrative management. Good practices and tips have also been compiled for each stage of the strategy process. The questions to enable a critical review of the strategy process that is presented in this publication can be used in a way that is appropriate for the municipality or city.

The questions were co-created by the cities of Helsinki, Espoo, Tampere, Vantaa, Oulu and Turku as part of the Strategic management of SDGs in cities network project coordinated by the Association of Finnish Municipalities. The co-creation used material gained from interviews with sustainable development experts and strategy managers, which was prepared in cooperation by the cities and the Association of Finnish Municipalities.
